Billionaire Georgia opposition leader says vote win hours away

TBILISI (Reuters) - The billionaire leader of the opposition in Georgia on Saturday told tens of thousands of his supporters that the current government loyal to President Mikheil Saakashvili had only hours left in power before it was voted out in an election on Monday.

Addressing crowds in a central square in the capital Tbilisi after days of protests against prison brutality, Bidzina Ivanishvili was making his final pitch before the vote which his six-party "Georgian Dream" coalition hopes to win.

"This regime cannot be the leadership of our country ... This system should collapse ... We have won already, but it should be officially confirmed on October 1," he said.

"This regime's hours are numbered," said the once-reclusive tycoon, whose wealth at $6.4 billion equals nearly half of Georgia's economic output.

According to Saakashvili's supporters the election in the country of 4.5 million - an important transit route for oil and gas to the West - may determine whether Georgia moves closer to Russia or remains a staunch U.S. ally.

They accuse Ivanishvili, who made much of his money in Russia, of being a Kremlin stooge, a charge he denies.

A prison abuse scandal has increased tensions ahead of the vote, prompting calls for restraint from the West.

Nationwide protests broke out last week after two local television channels broadcast images of prison guards beating and raping inmates. The two channels are seen as hostile to Saakashvili and one is owned by Ivanishvili.

Saakashvili, 44, became a political darling in the West when he rose to power in 2004 after a bloodless revolution that toppled Eduard Shevardnadze, a former Soviet foreign minister.

But opponents have since accused him of monopolizing power and criticized him for leading Georgia into a disastrous five-day war with Russia in 2008 which saw his country lose one fifth of its territory.

Saakashvili's promise to take Georgia into the NATO military alliance remains unfulfilled but his oft-repeated desire to do so has soured relations with Russia, one of the small country's most important trading partners.

Saakashvili has promised to leave the presidency next year but needs his party to win in Monday's parliamentary election in order to retain influence and avoid the risk of political oblivion.

RISING SUPPORT FOR OPPOSITION?

An independent opinion poll in August put Ivanishvili's "Georgian Dream" coalition a long way behind Saakashvili's United National Movement ahead of the October 1 election, but showed that 43 percent of respondents could vote either way.

Analysts believe support for the opposition has risen since last week's protests against prison brutality and that Ivanishvili and his movement pose a real threat to Saakashvili's government.

The 2008 war with Russia put Abkhazia and the rebel region of South Ossetia, both now recognized by Moscow as independent nations, further from Georgia's reach and Russian leaders depict Saakashvili as a hothead itching to take the regions by force.

For his part, Saakashvili says President Vladimir Putin wants to gain sway over a country that was under Russian or Soviet control for almost two centuries. He has called the prison scandal "Russian mud" financed with "Russian money".

The heads of the parliamentary delegations of the Organisation for Security and Cooperation in Europe (OSCE), the Council of Europe, NATO and the European Parliament on Saturday called on all political parties and leaders to exercise restraint and to renounce violence.

"We believe that the Georgian people must be able to exercise their civil and democratic rights and choose their representatives in a peaceful atmosphere," European diplomats said in a joint statement.

"Political leaders should be chosen through the ballot box and not on the streets."

Addressing his supporters in several towns in western Georgia on Saturday, Saakashvili said the country would conduct "exemplary elections."

The last time Georgia held a parliamentary election - in 2008 - OSCE observers said the poll was an improvement on a presidential vote earlier that year but was still marred by a number of flaws.

Hit by the war with Russia and the global financial crisis, Georgia's economy has been growing again since 2010. But inflation was 11.2 percent that year and the government expects a rate of 6-7 percent this year after a dip to 2 percent in 2011.

Therapy over the phone as effective as face-to-face, study suggests

ScienceDaily (Sep. 28, 2012) ? A new study reveals that cognitive therapy over the phone is just as effective as meeting face-to-face. The research was published September 28, in the journal PLoS ONE.

Researchers at the University of Cambridge together with the National Institute for Health Research Collaboration for Leadership in Applied Health Research & Care (NIHR CLAHRC) and NHS Midlands & East also found that providing talking therapy over the phone increases access to psychological therapies for people with common mental disorders and potentially saves the NHS money.

For the study, data from 39,000 patients in seven established Improving Access to Psychological Therapies (IAPT) services (an initiative which aims to expand the availability of psychological therapies) in the East of England were used to compare Cognitive Behavioural Therapy (CBT) delivered face-to-face versus over the phone. For all but an infrequent, identifiable clinical group with more severe illness, therapy over the phone was as effective as face to face, and the cost per session was 36.2% lower.

Patients may be unable to access health services due to transport problems, work commitments and physical disability, among many reasons. So increasing availability of talking therapies over the phone will make mental health services more accessible to patients.

On the back of the study results, NHS Midlands & East has instigated a regional training programme to standardise service delivery and ensure therapists are competent at phone contacts. The training programme has recently been extended into a partnership with a third party organisation.

Professor Peter Jones, Principal Investigator of the study from the University of Cambridge, said: "Providing therapy over the phone will not only help individuals gain much-needed access to mental health treatment, it will provide a more cost effective way of providing these services at a time when everyone is concerned about cutting costs."

Mental health illnesses affect one in four adults in Britain every year. Additionally, the NHS spends more on mental health than it does on cancer, heart disease, stroke and asthma put together (a total of ?9.95 billion in 2010-2011), with general practitioners spending more than a third of their time on mental health issues.

For those of us on the outside, India's telecommunications setup can seem a little murky. While the country has 900 million mobile connections, for example, every 2G license issued after January 2008 were cancelled in February. Now, authorities are asking 3G carriers to suspend the practice of allowing customers to switch between different operators as they roam across the country's 22 wireless regions -- with no explanation as to why. Roaming was originally outlawed back in December, but a number of networks appealed -- a move which only seems to have postponed the final ruling until today.

Update: Plenty of our commenters have shared their knowledge to help further explain this situation. No network other than BSNL purchased a nationwide 3G license during the auction. The other carriers each bought smaller (and cheaper) access -- but teamed up to offer a virtual national-network. They then started to sell services in regions (or "circles") that they had no license for, causing the Government to try to clamp down on the process by outlawing the agreements.

Iran's rial currency dives to historic low

DUBAI (Reuters) - The Iranian rial slumped on Saturday to a historic low against the U.S. dollar, according to Iranian media and currency tracking websites.

The rial fell by 3.6 percent and was trading at about 27,900 per dollar, compared with about 26,920 on Thursday and about 26,200 on Wednesday, according to Persian-language currency tracking website Mazanex. Another financial site, Mesghal.ir, had the rial at about 27,650 to the dollar on Saturday.

There was no clear reason for the latest slide in the value of the rial, which is traded in an informal market of money changers, where ordinary Iranians go to access hard currencies.

Previous falls have coincided with new sanctions or diplomatic isolation of Iran over its contested nuclear program, suspected by the U.S. and its allies of being aimed at obtaining a nuclear weapon. Iran denies this, but has faced successive rounds of stricter sanctions in the last two years.

Iranians rush to money changers to convert their savings into dollars, depressing the value of the rial.

The rial has seen a steep loss in value against the dollar in the last year. In June 2011, it was trading at about 12,000 to the dollar, or more than twice its value now, according to Mesghal.

Earlier this week the Iranian government established a new three-tiered currency system meant to restore stability to the rial but which does not appear to have allayed market concerns.

The system, along with a new "exchange center," allows importers of priority goods like meat and grains to buy dollars at the official "reference" rate of 12,260 rials to the dollar.

Importers of other basic goods are allowed to buy dollars at a "non-reference" rate 2 percent less than the open market value of the rial on any given day. On Thursday, that rate was 23,927 rials to the dollar, Iran's central bank said.

The central bank said in a statement on its website that $34 million had been traded in the exchange center in its first week.

The central bank's deputy for foreign exchange affairs, Minoo Kiani-Rad, said the exchange center would in time help stabilize the rial, according to a statement on the central bank's website on Saturday.

"We must allow some time for the activity of this foreign exchange center to continue so that real demands can be answered and the pressures on the open market can be diminished," Kiani-Rad said. "In this case, there is no reason for a rise in the exchange rate."

Fire destroys single mom's business, retirement plans - Financial Post

Situation: Fire devastated family business and home of divorced woman

Strategy: Get insurance settlement and a job, invest for retirement

Solution: Retirement income two-thirds more than pre-fire salary

Trouble, it is said, comes in threes. The case of a woman we?ll call Judy, 50, appears to prove the rule. Recently divorced, she found her home destroyed by fire and her source of income terminated.

Judy owned, lived in and ran a ski lodge in Alberta until it was burned to the ground in an electrical fire in late 2010.

A seasonal operation with 15 rooms, it barely broke even after paying Judy a $48,000 annual pre-tax salary. She had insurance, of course, but it was a low-cost package that did not cover loss of business or provide for full replacement cost of the lodge.

So instead of paying out potentially millions it would take to rebuild at today?s prices, she will be left with an insurance settlement of $400,000 and the lot where the lodge used to be, which is worth about $75,000.

There is no money to rebuild the lodge. Judy has moved to a rental apartment in Vancouver and is looking for a new job. There won?t be any payment for loss of business, which was a break-even operation to begin with.

So far she has received $200,000, which she is using to supplement the $1,212 she gets every month from employment insurance. In the expensive Vancouver housing market, her settlement may not even be enough to buy her a new home.

With twin sons in university and her own retirement to consider, she is nervous.

?What do I do now?? Judy asks. ?I could buy another home, but that is impossible in Vancouver. Investing everything scares the heck out of me. I need a plan but don?t know where to start. I am still frightened by what happened and I have planning paralysis.?

Family Finance asked Derek Moran, head of Smarter Financial Planning Ltd. in Kelowna, B.C., to work with Judy. In his view, she can solve her problems if she can get a new job, perhaps in hotel management, and make sensible investments. It will take a series of steps, he says.

Cash management

Mr. Moran suggests a couple of first steps: Put $10,000 of her $175,670 cash ? what?s left after paying some of her transitional living costs and replacing clothing and other goods ? into her tax-free savings account.

Second, pay off a $5,000 line of credit with a 7.5% interest rate.

Third, sell a $40,000 building lot to her ex-husband via a vendor-take-back mortgage. If he misses a payment, she gets the lot back. The deal is not without risk, for if the market price of the lot were to drop and he missed payments, she would be left with an asset of reduced value.

A sale is pending of the $75,000 lot where the lodge once stood.

Judy can make several economies. She allocates $450 a month to her sons? educations on top of income from their $38,000 trust accounts. Yet each son can make $225 a month with part-time work. Her $650-a-month spending for clothing covers replacement of her wardrobe, which was lost in the fire. It will be reduced over time.

Judy can apply the skills she used in many years of ski lodge management to running a conventional hotel or another lodge. She expects to replicate the $48,000 annual salary when, soon, she expects to have full-time work.

She can eliminate $200 a month for the cost of her line of credit, $450 for university costs, $253 for property taxes on the lots, $650 for clothing expenses, and $350 a month for keeping her horse (due to be sold).

Remaining expenses, including a normalized budget of $200 a month for clothing and grooming, would add up to $3,535 a month. If her retirement income after tax can produce that amount, her retirement would be adequately financed and, with a bit of financial engineering, some capital would be preserved for her sons to inherit.

Retirement

If she invests in high-quality corporate bonds or dividend-paying stocks that generate a conservative return of 2% after inflation and income taxes, her assets of $527,670 (including her insurance settlement) would grow to $739,000 in 17 years when, at 67, her Old Age Security begins. In retirement, that capital could generate 3% or $22,170 after average 10% income tax. All figures are in 2012 dollars.

If Judy is prepared to exhaust her capital in 25 years to age 90, her financial assets could generate $47,000 a year to age 90, Mr. Moran estimates. Judy is on track to earn full Canada Pension Plan benefits at 65 of $11,840 a year. She will also receive $6,540 in Old Age Security at age 67. Her gross income at age 67, assuming capital exhaustion by age 90, would total $65,380. or $4,900 a month, after 10% income tax.

If Judy gets a job and is able to save $10,000 a year out of salary and investment income until she is 67 and her OAS begins, she could grow $204,000 additional capital by 65. In retirement, that money could generate $6,120 a year at 3% before tax. If this capital is not exhausted, it could be a legacy for her children. In this case, Judy?s total pre-tax annual income would rise to nearly $71,500 a year, or $5,363 a month, after 10% tax.

In spite of the fire and its destruction of her way of life, her after-tax retirement income in 2012 dollars would be 1.7 times more than her annual salary before the blaze. She could easily cover expenses less the cost of stabling and feeding her horse, which is due to be sold, debt service and university expenses for her sons.

There are a lot of ifs in these projections, Mr. Moran admits. Judy should be able to get a job in hotel management. The final insurance settlement of $200,000 is probable, but at the moment, the money is just a contingent asset.

She could also choose to use some of the insurance money for a down payment on another house where she finds permanent work. In that case, her $1,400 monthly rent payments could be spent on mortgage payments. Utilities and upkeep would add to that, but it?s her future choice.

Nevertheless, Judy is, as Mr. Moran says, by nature a saver. ?If she can invest wisely and work to cover living expenses and to provide a margin for saving, she should be able to have a comfortable retirement,? he says.

NAACP to file complaint over entry test for elite New York high schools

NEW YORK (Reuters) - The largest U.S. civil rights group plans to file a complaint on Thursday over the admissions test at New York City's specialized high schools, among the nation's most elite public schools, citing effective discrimination against black and Latino students, the group said.

The complaint with the U.S. Department of Education focuses on eight schools in the city, particularly on Stuyvesant High and Bronx Science, which boast stellar alumni including several Nobel laureates, famed actors and musicians, and U.S. Attorney General Eric Holder.

While more than half the population of New York City is black or Latino, black students made up only 1.2 percent of the Stuyvesant student body last year, while Latino students represented 2.4 percent, city data showed.

The National Association for the Advancement of Colored People, which is filing the complaint, said the highly competitive, 2-1/2-hour, multiple-choice Specialized High School Admissions Test was at fault for the disparity.

"Year after year, thousands of academically talented African-American and Latino students who take the test are denied admission to the Specialized High Schools at rates far higher than those for other racial groups," the NAACP said in a draft of its complaint shared with media outlets on Wednesday before the Thursday filing.

If the department investigates and finds New York is in breach of the 1964 Civil Rights Act, it can sanction the city by withholding federal funding until the breach is resolved, the NAACP said.

The city's Department of Education said in a statement on Wednesday it was bound by state law to admit students based "solely on an exam."

"We want all of our students to have opportunities to prepare for the test no matter their zip code," it said, adding more black and Hispanic students were offered specialized high school seats last year than in the previous two years.

ACADEMIC POTENTIAL

The NAACP said in its complaint that the test had never been shown to predict reliably a student's academic potential, and breached the Civil Rights Act by having an "unjustified, racially disparate impact."

It said that other elite, academically successful schools in New York City that use broader criteria such as a student's grade-point average, attendance, teacher recommendations, interviews and writing samples had far higher enrollments of black and Latino students.

"To use a standard test that has no demonstrative relationship to past academic achievements or future academic potential seems wrong," Damon Hewitt, the education director at the NAACP Legal Defense and Educational Fund, said in an interview.

"Quite literally, a kid could have straights ?A's from kindergarten to Grade 8, could have won a national spelling bee." he added, "But none of that matters - all that matters is the test."

Rapper Himanshu Suri, who was vice president of the Stuyvesant student union from 2001 to 2002, said knowledge of and preparation for the test varied widely across neighborhoods, and that the school, where Asians make up more than two-thirds of the student body, suffered for its lack of diversity.

"In the Asian community in Queens, from a very young age, you know about Stuyvesant, you know about that test," he said in an interview, adding the city should do more to reach students who may not have parents like his, who started talking about the test with him while he was still a pre-teen.

"These are schools for the brightest students in New York City," he added. "We're saying something wrong if we're saying New York City's brightest students are almost all Chinese or Korean."

AOL's Awesome Social Video Game is Like 'Taboo With Friends'

If you like the board game Taboo, you'll love AOL's new mobile social game, Clucks.

If you're not familiar with Taboo, it's a card game where you have a limited amount of time to describe a word to your teammate. The catch is you can't use the word itself, or a selection of additional words on the card.

Clucks [iTunes link] modernizes that concept for the world of smartphones, video and social gaming. Think of it as "Taboo With Friends."

The iPhone game works like this:

You are given a word to describe, along with a list of other words that you cannot say. Then you have 12 seconds to describe the word on video, taken with your phone's camera.

The next part is where the game gets awesome. AOL has embedded Nuance's voice recognition technology into the app, and it scans your video to make sure you didn't say any of the forbidden words. If you're caught cheating, you get penalized.

Your friend then watches your recording and has a limited amount of time to guess the right answer. Your opponents' reactions are recorded, and you can see their reactions on playback on the next turn. It's pretty cute.

AOL has teamed up with Viddy to allow users to post their reactions or clues to the social video site. This is the first time that Viddy has allowed publisher access to its API.

The game is incredibly addictive. I had a blast with the pre-release version this week. It's the perfect kind of mobile social game, since it can be played asynchronously -- yet you still get to feel like you're playing with another human being.

The theme of the game is barnyard animals, hence the title Clucks and the appearance of roosters, chickens and donkeys.

According to Sol Lipman, VP of AOL's mobile first division, that's because everyone on his team has a barnyard animal obsession.

AOL's Push for Mobile

When I spoke to Limpan about the game, I told him I was surprised to see this kind of content from AOL. Sure, the media company has drifted into the mobile space -- notably with its Editions social reading app -- but this is certainly a new avenue for the company.

Lipman says that the goal of the app is not just to let AOL break into the mobile gaming space, but to focus on social video. This is a subject near and dear to Lipman's heart.

Prior to joining AOL (via the acquisition of his startup, Rally Up), Lipman co-founded 12seconds.tv -- basically Viddy and Social Cam, but circa 2009, before everyone had phones with video cameras.

He sees gaming as a place where social video can really take off, especially in the turn-based realm. One of the limiting factors of traditional social games, he points out, is the lack of human interaction.

It doesn't hurt that video is the perfect fit for a game like Clucks.

Lipman says that Clucks is just the start for the Mobile First division at AOL and that his team has other projects in the pipeline.

Making Money

Lots of people are in the mobile social gaming space, but very few are making money off the game. Most of the time, the revenue model is built-around in-app ads, in-app purchase and promoted game elements.

For Clucks, AOL is not going to have advertising in the game -- not in the traditional sense. That means no pop-ups, no ad banners, no video pre-roll.

Instead, the goal is the goal is to partner with advertisers to create organic tie-ins within the game itself.

Sony Pictures is a launch partner for Clucks. The studio will promote films in Bonus Rounds of the games, by having actors from those projects describe a word.

"We wanted to make it as complimentary to the game as possible," Lipman said.

This offers better value for advertisers too -- the more natural the integration, the more users might pay attention to the message.

Of course, for this strategy to work, Clucks will need a large user base. Having spent some time with the game, I don't think that'll be a problem.

One of the nice surprises to the game is that it supports the new iPhone 5 screen. Lipman told me the team was hard at work creating new assets as soon as the iPhone 5 was announced, ensuring it would be ready for launch.

I also really like the way Viddy is integrated into the game. Players can earn additional coins -- which can let them do things like "try again at guessing a clue" -- by sharing their reactions to Viddy. But it doesn't feel forced.

Is it the next Draw Something? I have no idea. For now, however, it's something I can certainly see myself playing in my down time.

Ahmadinejad blasts West for 'trampling' on rights of others

Amid warnings from other world leaders?and planned protests outside?Mahmoud Ahmadinejad addressed the United Nations General Assembly on Wednesday, his last speech in front of the world body as president of Iran.

The outspoken Iranian leader called for a "new world order," criticizing capitalism and the United States and Europe for "trampling on the rights of others" and contributing to global poverty and humanitarian failures.

"The history of mankind is marked with failures," Ahmadinejad said in a speech that was not attended by the U.S. delegation in protest.

Ahmadinejad ticked off a long list of those failures?including environmental atrocities, the killing of "millions of innocent people" in U.S.-led wars in Iraq and Afghanistan, the "throwing of [Osama bin Laden's] body into the sea" without witnesses and "Zionist"-led world media?before lamenting "how beautiful and pleasant our lives and the history of mankind would have been" without them.

"Poverty is on the rise, and the gap is widening between the rich and the poor," Ahmadinejad said, blaming the "current world order, founded on materialism, that aims to monopolize power, wealth, science and technology for a limited group.

"There is no doubt that the world is in need of a new order and fresh thinking," he said. "An order that aims to revive human dignity and believes in peace and welfare for all walks of life.

"Do people that spend hundreds of millions on election campaigns have the interests of people of the world at heart?" he asked.

Ahmadinejad's speech came a day after President Barack Obama issued a stern warning to Iran over its nuclear program.

"Make no mistake," the president said. "A nuclear-armed Iran is not a challenge that can be contained. It would threaten the elimination of Israel, the security of Gulf nations and the stability of the global economy."

On Tuesday, Ahmadinejad scoffed at the notion of an Iranian nuclear buildup.

"A nuclear weapon? For what? For what purpose?" Ahmadinejad said in an interview with the Associated Press. "Why would we do that? What would we use it for?"

The leader of Iran?who refuses to refer to Israel by name?also dismissed talk of a U.S. or Israeli military strike on Tehran's nuclear facilities, Agence France-Presse said.

"Uncultured Zionists that threaten the Iranian nation today are never counted and are never paid any attention in the equations of the Iranian nation," Ahmadinejad said earlier this week.

Demonstrators who have been protesting this week outside the hotel where Ahmadinejad is staying were expected to be outside the U.N. while he spoke.

In a statement issued before Ahmadinejad's speech, Erin Pelton, spokeswoman for the U.S. Mission to the United Nations, said: "Over the past couple of days, we've seen Mr. Ahmadinejad once again use his trip to the U.N. not to address the legitimate aspirations of the Iranian people but to instead spout paranoid theories and repulsive slurs against Israel."

Property Management and Pets: Most Aggressive Dog Breeds | The ...

Knowledge is power when it comes to pet policies. You may be a dog lover, maybe even a lifelong dog owner, but naturally this doesn?t make you a veterinary expert. Thus, it?s important to know a bit about dog breeds to determine if you should let a tenant have a certain pet, in order to protect yourself and the rest of your tenants.

Meeting each pet before agreeing to a lease is a good idea, even with a liberal pet policy in your units. Weight limits for dogs are a smart in terms of general damage a big and energetic dog could wreak on your property, inside and out. But a 10 year old, mopey golden retriever is unlikely to be a huge concern. When you do meet the pet, you should not only check its general disposition, but have the renter prove to you that the pet follows commands well.

However, some dog breeds you should beware of generally include the following:

  • The dogs most often banned around the world include American bulldogs, Mastiffs, Wolfdogs, Boerboels, Dogo Argentino, Presa Canario, Fila Brasileiro, Japanese Tosa Inu, and the American Pit Bull Terrier.
  • Dogs that generally have a bad rap are Pit Bulls, Dobermans, and Rottweilers.
  • Schnauzers, old English Sheepdogs, and Shar Peis are not particularly friendly.
  • Dogs that don?t normally get singledout because of their size but can be aggressive include Chow Chows, Llasa Apsos. Jack Russell Terriers, Papillons, Dachshunds, Cocker Spaniels, Bull Terriers, Pekingeses, Beagles, and Chihuahuas. Small dogs can be aggressive and bite too, so just because a dog is small doesn?t mean its not a risk.
  • Mutts unfortunately have no recipe for disposition.
  • For perspective, some dogs that are known to be friendly or docile include Bassett Hounds, Golden Retrievers, Labradors, Siberian Huskies and Greyhounds.

Also, ask the renter also for the particular dog?s history. While saving a rescue dog is a good deed, if the dog has experienced trauma, it may have behavioral issues and possibly even be temperamental towards a certain race or gender.

Generally speaking, having an allowance for pets will increase your pool of potential renters and even the amount you can charge for the apartment. But not every pet is built equally and some will be a perfect fit while others would make for trouble. So creating a list of breeds you would not allow and spelling out your policies in the lease and on your website is a good idea.

For the first time, a 'how-to' report gives designers and architects strategies to promote active living AND maximize safety

Designing or modifying buildings and communities to facilitate physical activity must include strategies to maximize safety. A new report released today, Active Design Supplement: Promoting Safety, by the Johns Hopkins Center for Injury Research and Policy, New York City Department of Health & Mental Hygiene's Built Environment and Healthy Housing Program, and the Society for Public Health Education (SOPHE) provides explicit guidelines for urban planners, architects, public health advocates, and others to consider when promoting active designs. Experts from New York City's departments of Transportation, Buildings, and Design and Construction, and the Mayor's Office of People with Disabilities also contributed to the report. It is the first time a publication has been produced to bridge the two disciplines of injury prevention and active design, and contains information for designers, architects, planners, public health professionals and engineers.

Active Design Supplement: Promoting Safety serves as a companion to the original The Active Design Guidelines: Promoting Physical Activity and Health in Design, published in 2010 by the New York City departments of Health & Mental Hygiene, Design and Construction, Transportation and City Planning to help professionals working in urban and building design to promote active environments. This new publication identifies injury prevention strategies that align with Active Design Guidelines. Topics addressed include playground equipment and surfaces, complete streets, crime prevention through environmental design, and stair safety features such as good lighting.

"Communities across the U.S. have begun to change their built environments to increase physical activity and reduce obesity," said report co-author Keshia Pollack, PhD, MPH, an associate professor with the Johns Hopkins Center for Injury Research and Policy, part of the Johns Hopkins Bloomberg School of Public Health. "Now, the designers and architects involved in these projects have an additional resource to help them further incorporate injury prevention into their work."

Drawing on existing studies and evidence-based best practices for maximizing safety, the publication's authors identified complementary strategies to promote active living and injury prevention, including 18 strategies for urban design and 9 strategies for building design. These strategies can be applied to create health-enhancing built environments that also help to reduce the risk of intentional and unintentional injuries.

"Injury is the leading cause of death for Americans ages 1-44 and affects people at home, at work, at school, on the road and during play," said co-author Andrea Gielen, ScD, ScM, director of the Johns Hopkins Center for Injury Research and Policy. "As characteristics of the built environment can affect the risk of injury, it's critical that the fields of injury prevention and active living continue to collaborate so that safety can be considered from the onset of planning and design."

For example, when planning trails and paths for pedestrians and bicyclists, designers should consider how older adults, people with physical limitations, families with strollers, and bicyclists can all safely use the space. Signage and pavement markings can be useful to maximize safety in such circumstances. In addition, separating each of these various road users, especially pedestrians and cyclists from cars as well as pedestrians from bicyclists, is an effective design strategy for maximizing safety. Opportunities for rooftop gardens and play spaces should also include structures that prevent the risk of falls, especially among children.

"This publication demonstrates the positive impacts of active design strategies on both active living and promoting safety," said Karen K. Lee, MD, MHSc, FPRCP, director of Built Environment and Healthy Housing at NYC's Department of Health & Mental Hygiene, and principal author of the 2010 Active Design Guidelines as well as the Supplement. "Many active design strategies have multiple benefits. For example, complete streets, streets that can accommodate safe walking, cycling, transit use and driving, and improved lighting can increase physical activity of all kinds and also contribute to preventing unintentional injuries and crime."

Another key takeaway of the report is that multiple active design strategies can often be enhanced simultaneously by a single injury prevention strategy; for example, improved timing of traffic signals can benefit pedestrians, bicyclists, and transit users.

"By incorporating injury prevention strategies into projects of all scales, design professionals can realize buildings and neighborhoods that seamlessly integrate more healthful and active living with attention to design excellence, sustainability, and safety," said Joseph Aliotta, president of the New York Chapter of the American Institute of Architects. "This Supplement should be used by all architects, designers, and building owners in concert with the Active Design Guidelines as both reference and resource."

The multidisciplinary collaboration of the publication's authors, representing multiple sectors of local government, an academic injury research center, and a nonprofit professional organization, is yet another example of how collective expertise and efforts are essential to promote both active living and safety.

"Health education specialists work to educate children and adults about the need to be physically active and avoid injury," noted Elaine Auld, MPH, MCHES, chief executive officer of SOPHE and a contributing editor to the report. "We also realize multiple partners and strategies are needed to accomplish our health goals. We are grateful to the U.S. Centers for Disease Control and Prevention's Division of Unintentional Injury Prevention and Control for supporting the development and dissemination of this publication."

Politics, Parenting, and Pediatrics - Sequestration

Unless you actually enjoy politics, it is a topic that many of us try to avoid.

Unfortunately, it affects all of us in more ways than we like to believe.

Take the current budget sequestration issue that many people are talking about, a set of forced budget cuts in defense and non-defense spending to help cut the deficit.

Although many programs are exempt from sequestration cuts, including Social Security, Medicaid, the Children's Health Insurance Program, Supplemental Nutrition Assistance Program, child nutrition programs, Supplemental Security Income, refundable tax credits such as the Child Tax Credit and Earned Income Tax credit, veterans' compensation and benefits, and federal retirement, the American Academy of Pediatrics states that "sequestration will significantly reduce funding for many programs important to children and pediatricians," including the:

  • Title V Maternal and Child Health Services Block Grant - "has provided a foundation for ensuring the health of the Nation's mothers, women, children and youth, including children and youth with special health care needs, and their families" for over 75 years.
  • Section 317 Immunization Program - "provides funding for immunization operations and infrastructure necessary to implement a comprehensive immunization program at the federal, state, and local levels."
  • Children's Hospital Graduate Medical Education program - "provides Federal funds to the Nation's freestanding children's hospitals to help them maintain their graduate medical education (GME) programs that train resident physicians."
  • Maternal, Infant, and Early Childhood Home Visitation Program - "facilitates collaboration and partnership at the Federal, State and community levels to improve health and development outcomes for at-risk children through evidence-based home visiting programs."
  • Prevention and Public Health Fund - "A $15 $10 billion effort to improve health by preventing disease."

Fortunately, according to the AAP, "it is possible that Congress could avoid the sequester through various budgetary mechanisms, such as repealing or amending existing law, creating new revenues (such as taxes) to offset the cuts, or passing alternative deficit reduction legislation."

The AAP and many pediatricians are "urging Congress to take a balanced approach to deficit reduction that does not disproportionately hurt children." These cuts will dramatically impact the health of women, pregnant women who need prenatal care, infants and children, including those with special health care needs.

But it is not just other people's children who will be hurt if these programs are cut. We all benefit from them. If your kids or other family members have ever been to a children's hospital or have ever seen a pediatrician or pediatric specialist, then you have likely benefited from the Children's Hospital Graduate Medical Education program. By helping keep immunization rates high, the Section 317 Immunization Program protects us all from vaccine preventable diseases.

And the Prevention and Public Health Fund, which has already been cut by 1/3, is working to "improve health and help restrain the rate of growth in private and public sector health care costs," which will benefit us all.

The Friends of Maternal and Child Health Coalition, a group of 50+ national and state organizations that support maternal and child health policies at the national level, states that "sequestration will eliminate nearly one billion dollars in federal funding, which will hinder access to critical health care services, stunt the impact and development of prevention initiatives, and reduce crucial funding for medical research - much of which would not be funded without government dollars - designed to promote and improve the health of all women and their families."

Tell your Congressman that you don't want them to play a game of chicken with budget sequestration, waiting for the other side to blink. Tell Congress to work out a way to sustain funding for these programs.

The Tech recently sat down with retired MIT professor Woodie C. Flowers PhD ?73, one of the founders of FIRST (For Inspiration and Recognition of Science and Technology) Robotics Competition and a recipient of many teaching awards while at MIT.

While at FIRST, Flowers coined the term ?gracious professionalism.? According to the FIRST website, gracious professionalism is ?a way of doing things that encourages high-quality work, emphasizes the value of others, and respects individuals and the community.?

Woodie has seen cases in which teams pitch in to help other teams in times of need, even though these teams could be competing against each other in future matches.

?The satisfaction from lending tools to a team is one thing,? said FIRST participant James MacArthur in a written account of his experiences of the 2012 Orlando regional competition. ?However, actually helping out a fellow team impressed many people, mentors, volunteers, and students.?

Each year, over 50,000 high school students participate in FIRST. Even more staggering is the statistic that 10 percent of each MIT freshman class participated in the competition when they were in high school. Teams must build a robot using a set number of supplies to perform a task determined by FIRST that changes every year. Last year, competitors needed to build a robot that could score the most basketballs in a two minute and fifteen second match.

FIRST is not the only place where Flowers has seen gracious professionalism. The 2.70 Introduction to Design class that he taught for more than two decades (now 2.007) also gave students the chance to express their camaraderie and willingness to help each other. At the end of the course, the class had a culminating competition ? an event so popular that the alumni jokingly called it MIT?s version of homecoming.

In its 150-year celebration of the Institute?s history, the MIT Museum named 2.70 as MIT?s most famous class, partially because of this competition. Over the years, Flowers has seen ingenuity, failures, and above all, graciousness.

?In 2.70, I had asked the students to act as if all that they did in the course would be seen by their grandmothers in a nationally-televised documentary,? said Flowers. ?They got it and did exactly that. They did engage in trash talk and teased one another, but the overall tone was to help each other and teach others everything they learned.?

Although Flowers recently retired as a professor at MIT, he still involves himself in MIT affairs. He cares deeply about students, and doesn?t hesitate to give advice.

?MIT is a reasonably gracious meritocracy. Sometimes, it is a very tough meritocracy,? said Flowers. ?I knew when I walked into the room with you that you?re smart, and ambitious and multi-layered and interesting. And when you?re with a group of your colleagues ? that?s true with them too ? cherish that diversity.?

Flowers often likes to compare MIT to steamrollers and candy stores; he believes that students choose what their experience in college will be like. It can be either four years of hard, relentless stress, or four years of interesting, rewarding work, depending on the student?s mindset.

?While you?re here, an essential part of the candy store is the other people that are shopping. You must pay attention to them and what?s in their market basket too,? said Flowers. ?Talk about what they?ve paid [for].?

It seems like MIT is as good of a place as any to learn from peers, be it gracious professionalism or something else.

Many people will add expensive home furnishings thinking that an appraiser will value their home higher. In actuality, appraisers do not give as much credit as they should for upgraded products in a home. Appraisers simply look at the square footage and compare the homes? pricing to similar homes in the neighborhood. However, it is good to build a home to appeal to future buyers, but this does not mean going over the top. For most buyers, granite counters, stainless steal appliances, nice cabinetry, and solid wood floors will suffice.Timing is everything when trying to gain a solid equity position in a home. In todays down economy, the real estate market is slow, this creates a perfect opportunity to build a home knowing that the real estate market will soon correct itself and provide for a great opportunity for home appreciation, for those who bought at the bottom of the market. On the contrary, it is a poor time to build when the market has been strong for many years. With many years of strong real estate comes a slowdown that must be avoided by new home owners.Unlike many investments, the building of a new home can allow for future appreciation on your investment. Many of the wealthiest Americans gained their riches through real estate. For most people, a home is their largest investment and should likewise be their largest financial assets.
